Keifer Ordered to Pay $6,000 for Hay

The man who faces misdemeanor charges of neglecting animals, causing the starvation of more than 100 horses, has been ordered to pay more than $6,000 for hay he received from a New Salem man.

The lawsuit against Bill Kiefer was filed about two weeks ago. Kiefer never replied to the suit, so a judge issued a ruling in favor of Dale Niedhardt.
